NG/G 16's would run at about 40 mph, so I've been told. Theroretically larger wheels would lead to a faster locomotive, the fastest ever recorded was about 80 mph during testing one of the Algerian 4-6-2+2-6-4's in France in the 1930's but these were standard gauge. Some of the metre/cape gauge designs ran mostly in passenger service but no NG passenger specific types were built.
The diminishing water/coal supplies issue always existed.
