Unfortunately I don't have access to any engines with this type of valve gear arrangement, just some photos & video of engines in Cuba that do. As soon as I read your post it made sense as to what I was seeing going on behind the frames.
I’m designing a 3.75” to the foot scale (7.5” gauge) outside frame 2-8-0 for a company and in order to keep the driving wheel base reasonable I ended up putting them very close together, which immediately ate up the space needed for a standard Lifting Arm & Rocker Arm arrangement. I had photographic evidence that Baldwin had the same problem and conquered it, but I didn’t have the knowledge of the solution. Now I do.
