New construction on north side of enginehouse

While in Chama I noticed 4 round concrete piers that had been poured on the north side of the enginehouse. Anyone know what they are going to be used for?
On another topic, it seems like the Osier tank leaks pretty bad for a tank that has just been rebuilt. Is it because the wood hasn't had time to swell? Just curious as we received a nice shower on the ride in.
