The newspaper account you quote about the transfer being built in Pocatello yard describes the Ramsay Transfer installed there so that narrow gauge cars could ride on standard gauge trucks and vice versa. That was a common deal back East, but rare in the West.
Not rumor, not speculation, just hard fact. Rick is speaking to events that a number of historians have talked about. You could start with George Hilton.
