Looks like a little turn-of-the-century narrow gauge Porter to me. Was probably used in something similiar to the Wanamie and other operations, where the cars were lifted from the mine mouth to a loader, where the coal was dumped into standard guage cars (which I think is what the photo is a picture of.)
It looks like the engine is pulling away an empty train, so I guess it also brought the empties back; gravity did this at the Wanamie operation.
